Pursuing him is a team of U.S. marshals led by Deputy Samuel Gerard whose relentless pursuit leaves no warehouse, farmhouse, henhouse, outhouse or doghouse unchecked.

Although this causes the Knapp Commission to investigate his claims, Frank has also placed a target on himself.
